How many and what type of SQL Server licences are required for the following
situation:
One Server running SQL Server
5 users (DBA's) with Enterprise Manager etc installed on their PC's
900 users accessing the data either through a Web App or via a desktop
interface build using VB.Net, MS Access etc.

Two options (the way I understand licensing)

One SQL Server Per Seat license and 905 SQL Server Client Access Licenses

SQL Server Per Processor licenses, as many as you have physical processors in the machine
