Licensing by the month?

Hi all,

I recently came across a client that tells me they have purchased Microsoft
SQL Server 2000 licenses in a "pay-as-you-go-scheme".  Apparently this is
called a Subscriber Access License (SAL) instead of a CAL.

I'm told the scheme lets them purchase their 35 licenses over a 6 month
period during which time they also recieve software assurance and can adjust
their SAL license count.

Can anyone point me to a web site (preferably from Microsoft) which has more
info on this?

I'm also looking for a tool/method which would allow us to monitor the
license usage on the network over time so that the number of SALs can be
reviewed periodically.  Is there such a way to do this?

Did you try Google? Putting "Subscriber Access License" in the first result
is from MS:

http://www.microsoft.com/serviceproviders/licensing/understandingspla.mspx

It appears to be a scheme for Service Providers only.
