SQL Server 200 Login failed for user SQLSTATE 28000 SQL Server Err

I have SQL2000 installed on Windows 2003 DC box. I have setup a Database and
am trying to establish an ODBC definition for one of the users in the company
and am getting
Connection Failed
SQL State 28000
SQL Server Error: 18456
I am the Domain Adminstrator and I am able to establish this connection
without any problems.
I have looked at the Security Tab under the SQL Server Properties and the
Authenication is setup as SQL Server and Windows. The startup service is
setup as a system account. How can I resolve this problem

It looks like you have not given permissions to that user in the SQL Server
instance or maybe the password is incorrect.

How would I give permission to that user in the SQL Server instance?

What password are you referring to?

Ben Nevarez
You must have access probably because you are a local Administrator. To give
access to users open Enterprise Manager, connect to your instance, go to
Security folder, login, right-click, select New Login.

You should have instructions from an application vendor, developer, etc.
about what permissions you should give for your specific database and
application.
